In modern democracies, the concept of participation is an excellent theme for a debate at the society level for the real meaning of participatory democracy. Various diverse opinions converge to a simple but significant conclusion. Unfortunately, nowadays, democracy needs to refocus on participation mechanisms for all in a variety of contexts and levels and most certainly not only in the “narrow” context of elections. The OPEN RESEARCH JOURNAL on GOVERNMENT AND DEMOCRACY brings together open minds, academics, researchers, activists, policy makers, and politicians and aims to deliver a manifesto for the open democracy and government. Our members in OPEN RESEARCH SOCIETY work at international level in order to create an OPEN KNOWLEDGE DISSEMINATION INFRASTRUCTURE consisted by open editions, open networks and open systems linking people around the world. We want to promote PEACE, and SUSTAINABLE DEVELOPMENT through an Open Knowledge manifesto. In the 1st World Summit for the Knowledge Society, this manifesto will be documented and distributed. Scope of the Journal

The OPEN RESEARCH JOURNAL on GOVERNMENT AND DEMOCRACY is a timely series responding to the increasingly interest on Goverment and Democracy and their impact on society and economy. In modern democracies, the concept of participation is an excellent topic for a debate at the society level for the real meaning of participatory democracy.

Various diverse opinions converge to a simple but significant conclusion. Unfortunately, nowadays, democracy needs to refocus on participation mechanisms for all in a variety of contexts and levels and most certainly not only in the “narrow” context of elections.

Having this in mind, the focus of OPEN RESEARCH JOURNAL on GOVERMENT AND DEMOCRACY is to bring forth last developments on democracy and government and ideas from world top experts. The journal explores key issues, from the stateof- the-art trends and developments on creating new democratic spaces and open access to democracy to the impact of information technologies on goverment and democrazy and internet voting, among other topics.
